Biography
Dr. García has expertise in antitrust and competitive analysis, market structure, regulation and restructuring policy, auction theory, stranded costs, and transmission congestion methods in gas and electricity markets. He specializes in economic modeling, policy analysis, and regulatory strategy formulation.
He has performed multi-client studies covering a range of UK and EC merger control and regulation, including geographic and product market definition, single firm and joint dominance and other competition investigations from cartels to restrictive practices. Dr. García also has advised transmission system operators in the Nordic countries on regulatory and market power issues and worked for the HM Treasury in the UK on a study to identify sensitive sectors where the distortion of competition induced by state aid was likely.
