Biography
Dr. Arthur focuses on the aspects of the market that are functioning well under current regulations, where there exists (or the potential exists) for market power abuse, and on determining recommendations for restructuring or changing regulatory policy. He has contributed to several regulatory proceedings in the natural gas and oil industries, including evaluating the functioning of the market in intrastate transmission, storage, and distribution services provided by the natural gas utilities in California. Dr. Arthur has also participated in the determination of just and reasonable rates for an interstate oil pipeline.
Prior to joining The Brattle Group in 1997, Dr. Arthur worked at Indiana University, where he performed research in the healthcare industry.
