Biography
Dr. Neels has more than 30 years of research and consulting experience in the transportation sector. His work involves all segments of transportation, including air, rail, trucking, auto, postal and courier. He has led many engagements involving issues of competition and market structure, pricing and revenue management, distribution, business strategy, e-commerce, and public policy. His work has addressed problems in system planning, project finance, regulatory policy, privatization, and congestion management.
Dr. Neels is frequently called upon to offer expert testimony in regulatory and legal proceedings. In the regulatory area his work has analyzed issues relating to access pricing, cross-subsidy, market power, incentive regulation, rate setting, and cost structure in the context of multi-product network industries. In legal proceedings he has testified on geographic and product market definition, and addressed allegations of price fixing and charges of attempted monopolization. His testimony often involves quantification of damages. He has calculated damages arising from a variety of different causes, including antitrust violations, breach of contract, and misappropriation of intellectual property. He has also often been asked to criticize damage studies introduced into evidence by opposing experts.
His work in intellectual property has involved a number of different industries and products and he brings to this work a particular expertise in the biomedical area. He has successfully concluded a number of litigation consulting and research projects for clients in the pharmaceutical, biotechnology, and medical device industries.
Prior to joining The Brattle Group, Dr. Neels served as Vice President and leader of the transportation consulting practice at CRA International. He also founded the pharmaceutical consulting practice at that firm. He has served as a researcher in the Urban Policy Program at the Rand Corporation and the Transportation Studies Program at the Urban Institute, as a Director in the Transportation Practice at the consulting firm of Putnam, Hayes & Bartlett, and as a Management Consultant in the Transportation Practice of the firm now known as KPMG.
