Biography

Adam Schumacher, a senior associate of The Brattle Group, focuses on the quantitative economic analysis of issues facing the electric utility industry. Utilizing his familiarity with electric industry data sources and programming tools, Mr. Schumacher has extensive experience in engagements related to organized wholesale power markets and retail competition.

He has quantified the customer benefits expected from a new combined cycle facility in an organized wholesale market; supported a major utility company’s testimony addressing volatility in net fuel and purchased power expenses in a retail rate case filing; constructed a model to value a combined heat and power facility capable of producing electricity, steam, and chilled water, and; quantified the potential rate-related benefits to consumers from the construction of new wind power facilities under different ownership assumptions.

He is the co-author of recent studies analyzing the details of market power mitigation techniques throughout the United States and analyzing the underlying drivers of retail electric rate increases nationwide. He has also assessed forward and spot price relationships, as well as wholesale rate behavior in PJM, New York, and ISO-New England, in published book chapters.
