Biography
Mr. Zarakas is an economist and Chief Operating Officer for The Brattle Group. He is an expert in economic, financial, strategic, and regulatory analyses as applied to the utility, telecommunications, and media industries. Mr. Zarakas has worked extensively with utilities in modeling cost, rate, and financial impacts used in strategic and regulatory analyses. He has also worked extensively on a range of issues concerning the fixed line (wireline), terrestrial and satellite wireless, video, and internet sectors, including the analysis of business models for the communications and media sectors and modeling the economic impacts of policy and regulatory proposals and initiatives. Mr. Zarakas has also led and directed projects involving spectrum valuation, investment feasibility, demand and market forecasting, and regulation of incumbents, among other areas, in the U.S., Europe, Asia, the Middle East, and Africa. He also works on matters concerning the convergence of energy and communications, including utility deployment of broadband and the analysis of smart grid applications.
Mr. Zarakas has worked extensively with electric utilities, incumbent and competitive telecommunications carriers, industry associations, regulatory commissions, law firms, corporate entities, and governmental bodies. He has testified before state and federal regulatory commissions and authored reports submitted to governments, regulatory commissions, the U.S. Securities and Exchange Commission, and to courts as part of commercial litigation. He has also headed regulatory audits of telephone carriers performed on behalf of regulatory commissions.
Prior to joining The Brattle Group, Mr. Zarakas was a Senior Vice President at PHB Hagler Bailly and a Managing Director with Theodore Barry & Associates in charge of the firm’s telecommunications practice, and a member of its board of directors.
