Dr. Francesca Mazzarella has more than 10 years of experience in economic consulting, advising banks, equity funds, institutions, and companies that operate in regulated markets and the network industries.

She has advised clients in a variety of network industries including electricity, gas, water, airports, railway, tollway, telecommunications and postal services sectors. She has a wide range of experience in regulation, valuations, and due diligence processes primarily in Italy, but also throughout the world (e.g., India, Slovenia, South Africa and Turkey). She has worked on a variety of projects, including advice to companies to assess the impact of the new regulation and building regulatory financial models.

Dr. Mazzarella has co-authored several articles on regulatory topics including assessments of the extent of competition in the Italian postal sector and in the electricity sector.

Prior to joining The Brattle Group, she worked as a Senior Consultant for NERA Economic Consulting.

Representative Engagements
Regulatory due diligence on airports
Performed the regulatory due diligence for the acquisition of two airports in France. The project involved analyzing the relevant regulation, assessing the regulatory risks and upsides of the project.
Regulatory due diligence on gas distribution networks
Performed the regulatory due diligence of several gas distribution networks in Italy. The projects involved estimating the regulated revenues and the RAB evolution and assessing the regulatory risks and upsides of the regulation.
Airport litigations
Assisted two Italian airports in four litigations at the Milano Tribunal on the assessment of the cost of fuel royalties charged to handlers and airlines.
Toll roads regulation
Assisted the owner of state owned Italian roads on the design of the shadow tolling mechanism to be implemented.
