Bente Villadsen and Philip Hanser to Present at EEI Electric Rates Advanced Course

Brattle principals Bente Villadsen and Philip Hanser will present at the upcoming Edison Electric Institute Electric Rates Advanced Course, taking place July 19-22, 2015 in Madison, WI.

The conference is co-hosted by the University of Wisconsin-Madison Department of Engineering and the Wisconsin Public Utility Institute and will feature discussions on new industry challenges and opportunities in electricity rate design.

Dr. Villadsen will present during the session “Current Issues in Cost of Capital,” discussing topics such as how markets affect cost of capital, traditional COE methods and their use across jurisdictions, and earned returns vs. allowed returns.

Mr. Hanser will lead three discussions. The first, “Issues in Cost Allocation,” will cover various cost considerations, such as functionalization and classification. Mr. Hanser’s second session, “Introduction to Marginal Costs,” will discuss marginal costs in traditional markets and restructured markets, as well as the steps in their development and alternative uses such as the Smart Grid. The third session, “Rate Design by Objective,” will address increasing block rates and dynamic rates, and measuring how well the objectives are met.
