Brattle Principal Michael Cragg to Speak at Workshop on Wetlands Management, Economics, and Policy

Michael Cragg, a principal in Brattle’s Cambridge, MA office, will present at the Workshop on Wetlands Management, Economics, and Policy, co-hosted by the University of Victoria and the University of Alberta. The workshop will take place in Victoria, British Columbia on January 13-15, 2010. Dr. Cragg and Christine Polek, a consultant at Brattle, will present their paper, “The Impact of the Clean Water Act in the San Francisco Bay Area” (Cragg, Polasky, and Polek). As an outgrowth from a complex valuation assignment, the authors identified an unaddressed policy conflict where the goals and regulations set in the Clean Water Act will likely impose insurmountable constraints on the Bay Area infrastructure requirements arising from growth and the need to protect against rising sea levels due to global warming. They will discuss the impact of the Clean Water Act policy initiatives on wetland acreage in the San Francisco Bay Area and the impact of wetland pricing and mitigation efforts on land values.
