Brattle Principal Sam Newell to Speak at Law Seminars International’s Utility Rate Case Conference
Sam Newell, a principal in The Brattle Group’s Cambridge office, will speak at Law Seminars International’s (LSI) Utility Rate Case Conference taking place in Chicago on October 4-5, 2010. The conference will focus on issues including new state and federal policies on renewable resource standards, greenhouse gas regulation, and transmission, and how they are affecting cost recovery and the rate case process. Dr. Newell will present on “Demand Response in Regional Markets Where RTO Decisions Can Have an Impact on Services.” Based on his experience advising several of the independent system operators (ISOs) on their integration of demand response (DR) into wholesale energy, capacity, and ancillary services markets, Dr. Newell will address the key issues facing DR today:
  • Why DR is important for market efficiency
  • Whether some ISOs are over-relying on DR for reliability
  • How to increase DR participation in energy markets
  • How DR should be compensated for participation in energy markets
  • How DR can set energy prices
  • What is the potential role of DR in integrating intermittent resources
