Brattle Senior Consultant Shaun Ledgerwood to Present at Energy Bar Association Meeting on FERC Enforcement of Energy Financial Products

Brattle senior consultant Shaun Ledgerwood will serve as a panelist at the upcoming Energy Bar Association (EBA) brown bag meeting, “ISO/RTO Financial Products and Recent Trends in FERC Enforcement,” taking place April 3, 2013 at the Washington, DC office of Perkins Coie LLP.

Co-hosted by the EBA Electricity Regulation and Compliance and Enforcement Committees, the meeting will focus on the critical role energy-related financial products have played in several of the Federal Energy Regulatory Commission’s (FERC) most prominent investigations since the enactment of the Energy Policy Act of 2005. Panelists will introduce and discuss the financial products offered in RTO/ISO markets, as well as the role of financial products in several of the FERC’s recent enforcement proceedings. Additionally, the panel will address issues arising from the significance of such financial products in recent FERC investigations, including: a focus on hedging transactions; the FERC’s pursuit of individual traders; and the potential expansion of the definition of market manipulation to include uneconomic trading.

Dr. Ledgerwood’s presentation on FERC investigations of market manipulation will highlight the need for greater clarity of manipulation rules and will outline a framework to analyze manipulative behavior. Dr. Ledgerwood will also provide a case study into the recent alleged market manipulation involving Deutsche Bank Energy Trading.
