Judy Chang to Present at Gulf Coast Power Association 30th Annual Fall Conference

Brattle principal Judy Chang will speak on changes in transmission planning at the upcoming Gulf Coast Power Association (GCPA) Annual Fall Conference, taking place September 30-October 1, 2015 in Austin, TX.

Ms. Chang will participate in the panel session, “Changing Currents in Transmission.” She will discuss various questions relating to the ERCOT electricity market, including whether Texas law and ERCOT rules provide for full output of a generating unit on the transmission system, and whether generating units should have to adapt to transmission system modifications through equipment or operational changes.

Ms. Chang and her co-panelists will also discuss the interface between transmission planning and the competitive forces that drive power supply in ERCOT. The panel will be moderated by Professor Ross Baldick of the University of Texas at Austin.
