Judy Chang to Present at LSI Conference on Electric Transmission in the West

Brattle principal Judy Chang will present at Law Seminars International’s (LSI) upcoming conference, “Electric Transmission in the West: Legal, Business and Regulatory Developments,” taking place May 19 – 20, 2014 in Seattle, WA.

As electric markets in the West continue to evolve, there has been a corresponding evolution in the issues the region faces with respect to transmission. As new resources come online, they trigger operational and cost allocation issues on the micro level. On a macro level, there are fundamental issues percolating that involve the best role for power marketing agencies (BPA and WAPA) in the region. This conference will bring together attorneys, industry executives, governmental officials and customer representatives to discuss these, and other, electric energy issues.

Ms. Chang will present on “Competitive Solicitation Processes” on the second day of the conference. Specifically, she will discuss the current status and lessons from recent cases such as California ISO's Gates-Gregg 230 kV Line and the Sycamore-Pensaquitos 230 kV Line versus PJM's Regional Transmission Expansion Planning (RTEP) process.
