Marc Chupka and Judy Chang to Present at Conference on EPA Clean Power Plan Implementation

Brattle principals Marc Chupka and Judy Chang will present at the Infocast conference, “EPA Clean Power Plan Implementation: Multi-State Perspectives, Plans, and Implications of 111(d),” taking place March 31 to April 02, 2015 in Atlanta, GA.

The event will feature various industry leaders discussing short and long-term planning and compliance strategies, while examining how the implications of this measure will affect power prices, system reliability, natural gas markets, new and existing infrastructure, and transmission capacity.

Mr. Chupka will discuss “Section 111(d): A Deep Dive into EPA’s Clean Power Plan,” describing the EPA’s determination of Best System of Emission Reduction (BSER) and how its application will impact states. Mr. Chupka will also provide a detailed overview of the EPA’s technical support documents to help aid overall state plan implementation.

Ms. Chang will present on “Evaluating Mass-Based v. Rate-Based Approaches to Comply with 111(d),” in which she will discuss how to translate the state rate-based emissions goals to mass-based goals and examine the implications and comments received for compliance with section 111(d) requirements.
