Neil Lessem Presents at International Energy Program Evaluation Conference

Brattle associate Neil Lessem recently presented at the International Energy Program Evaluation Conference (IEPEC) on August 11, 2015 in Long Beach, CA.

Dr. Lessem’s presentation, “Analysis of Ontario’s Full Scale Rollout of Time of Use (TOU) Rates,” covered the results from Brattle’s second year impact study of the TOU rates that showed residential customers are shifting load from peak to off-peak periods in response to the rate change. The province of Ontario is one of two regions in the world with a default deployment of TOU rates for residential electric customers. Dr. Lessem also discussed the challenges of evaluating a non-experimental deployment and the lessons learned for future system-wide rate rollouts.
