Ryan Hledik to Present at EUCI Program on Residential Demand Charges

Brattle senior associate Ryan Hledik will present at an upcoming EUCI webinar taking place on December 16, 2014 at 1:00 PM EST.

The electric utility landscape is rapidly changing; electric sales growth has declined precipitously in recent years while the cost of maintaining a reliable grid is on the rise. The challenge presented for utilities and regulators is that existing retail rate designs are contributing to the under-recovery of fixed costs, which could lead to inequitable bill increases for many customers. Utilities are redesigning their residential electricity rates to address this issue and one particular rate design solution that is drawing interest from many stakeholders is the inclusion of a “demand charge.”

The webinar, “Residential Demand Charges: An Emerging Opportunity in Rate Design,” will discuss the benefits and challenges of offering a residential demand charge. It will begin by broadly exploring key policy issues such as: best practices for designing the new rate, its likely impact on bills, the response of customers to the new rate, and the cost-recovery implications for utilities. This will be followed by a firsthand account of Arizona Public Service's experience with its residential demand rate, which is the most highly subscribed residential demand rate in the United States.
