The Brattle Group Announces Four Principal Promotions

The Brattle Group is pleased to announce the promotion of Richard Caldwell, Shaun Ledgerwood, Armando Levy, and Bruce Tsuchida to Principal.

Mr. Richard Caldwell joined Brattle in 2000 and has extensive experience in economic and financial analysis and valuation across a broad range of industries, from electric power and natural gas to banking and credit cards. He regularly provides advice on litigation matters, and has supported expert witnesses and assisted attorneys on all phases of case management and strategy. Richard has testified before the UK Competition Appeals Tribunal before tribunals set up under the rules of the Energy Charter Treaty, the London Court of International Arbitration, the International Centre for Settlement of Investment Disputes, Dutch Law, and Swiss Law. Mr. Caldwell has a BA in Engineering and an M.Eng. in Civil Engineering from Cambridge University.

Dr. Shaun Ledgerwood joined Brattle in 2011 and is an expert in market competitiveness with an emphasis on the economic analysis of potential market manipulation claims in commodities and securities markets. He specializes in the analysis of competitive matters within and across physical and financial markets; issues pertinent to economic regulation, ratemaking, and resource planning; asset valuations; and analyses pursuant to matters in tort, contracts, or involving fraud. Prior to joining Brattle, he was an economist and attorney for the Office of Enforcement for the Federal Energy Regulatory Commission (FERC), where he evaluated manipulative behavior within and across wholesale electricity and natural gas markets. Dr. Ledgerwood has a Ph.D., M.A., and B.A. in Economics from the University of Oklahoma, and a J.D. from the University of Texas at Austin.

Dr. Armando Levy joined Brattle in 2006 and specializes in microeconomics, econometrics, and statistics. He has managed and supported expert work calculating damages in numerous litigation cases with an emphasis on statistical and econometric issues as well as sample design. He has also supported many top-tier academic experts, including Professor Dan McFadden of the University of California, Berkeley, and Professors Roger Noll and Robert Hall of Stanford University. Dr. Levy was formerly Assistant Professor of Economics at North Carolina State University and a lecturer in econometrics at the University of California at Berkeley. He holds a Ph.D. in Economics, an M.A. in Statistics, and an A.B. in Applied Mathematics from the University of California at Berkeley.

Mr. Bruce Tsuchida joined Brattle in 2012 and has expertise in the analysis of wholesale electric markets and modeling, including operations, valuations of transmission and generation assets, deliverability analyses, RTO cost benefit analyses, market power studies, and contract evaluations. His experience spans a wide range of utility consulting projects, including the analysis of operations for power markets, ranging from integration studies for intermittent resources such as wind and solar power, ancillary service studies, operational logic studies, and analyses required for regulatory proceedings. Prior to joining Brattle, Mr. Tsuchida was a Principal at Charles River Associates and a project manager at the Tokyo Electric Power Company (TEPCO), where he concentrated primarily on the design, construction, operation, and maintenance of thermal power plants. He has an M.S. in Technology and Policy and an M.S. in Electrical Engineering and Computer Science from MIT.
