Mr. de Francisci is a legal and regulatory expert with over 30 years of experience spanning Italy’s energy, utilities, and regulatory sectors.
He has held several high-profile positions throughout his career, including at Italy’s national grid operator, Gestore della Trasmissione Nazionale (GRTN), and Terna SpA, Europe’s largest independent electricity transmission operator. Mr. de Francisci’s wide-ranging expertise includes market regulation and monitoring, tariff review, secured investment incentives, settlement and contracts activities, and infrastructure regulation. He has worked with national regulatory bodies and authorities as well as other major institutions in Italy, across Europe, and internationally.
Mr. de Francisci spent more than a dozen years at Terna SpA, including in roles as Director of Regulatory Affairs and, later, Executive Vice President of European Affairs, representing the company in European institutions and industry associations. Prior to his tenure at Terna, he was the Director of Legal, Corporate, and Procurement Affairs at GRTN, where he played a key role in the company’s formation and regulatory compliance.
More recently, Mr. de Francisci was the Regulatory Director at ACEA, one of Italy’s largest multi-utility companies, where he was in charge of regulatory review processes, including negotiations with the Italian Regulatory Authority for Energy, Networks, and Environment (ARERA). He previously was the Chief Operating Officer at CSEA, overseeing operations in Italy’s electricity, gas, and water sectors.
Also the founder of consulting firm DFC Economics, Mr. de Francisci has held numerous board and committee positions, including at the European Network of Transmission System Operators (ENTSO-E) and UKRENERGO, Ukraine’s TSO.
