Dr. Tovar Landa is the Economic Regulation Director in the Department of Economics at the Instituto Tecnológico Autónomo de México.

Previously, he served as a Senior Director of the Economic Deregulation Program at the Mexican Ministry of Trade and Industry, and Chief of Economics Advisor to the Executive Office of the Federal Commission of Competition, the authority in charge of competition policy in Mexico.

Dr. Tovar Landa has consulted and/or provided expert testimony in many antitrust and regulation cases. He has acted as an economic consultant and/or appeared as an expert witness for the Mexico Federal Competition Commission. He has written numerous articles, including “Policy Reform in Networks Infrastructure: The Case of Mexico” and “Mexico’s Private Sector: Recent History, Future Challenges.”
