Brattle Principal Shaun Ledgerwood will present at the Electric Utility Consultants, Inc. (EUCI) conference, “Financial Transmission Rights (FTRs/CRRs/TCRs),” taking place January 25-26, 2017 in Washington, DC.
The conference will discuss how new trends are affecting transmission congestion instruments operating in wholesale electricity markets in 2017. It will also consider what system operators, market economists, design consultants, and market participants are doing to adjust their practices accordingly. The conference will also examine what’s under development now that could influence future market conditions and measures.
Dr. Ledgerwood will present during the panel discussion, “The Future of FERC Enforcement and its Implications on Broader FTR/CRR Portfolio & Transaction Management.” Panelists will address a recent Federal Energy Regulatory Commission (FERC) whitepaper that summarized the agency’s past and present anti-manipulation enforcement efforts, and a second whitepaper that provided insights regarding what the agency considers effective and ineffective measures for anti-manipulation compliance. Panelists will then discuss the issues raised by these papers as they apply to future FERC enforcement efforts, and the perspectives concerning how enforcement priorities may change under the new administration.
