Brattle senior associate Toby Brown and senior advisor Bill Tye will participate at the 12th Australian Competition and Consumer Commission (ACCC) Regulatory Conference, taking place July 28-29, 2011 in Brisbane, Australia. The annual conference brings together industry experts, policy makers, and those involved in regulation to discuss the latest news and ideas surrounding the theory and practice of regulation.

Dr. Tye, an expert in economic analysis of regulatory issues, will be one of three speakers presenting on the topic of cost-of-service regulation. He will discuss whether or not the ‘cost-of-service plus incentives’ approach is the optimal form of electricity regulation for Australia.

Dr. Brown, who specializes in the regulation and economics of the electricity sector, will discuss the theoretical and practical issues associated with determining the market risk premium in cost-of-capital calculations.

Several well-known experts and leaders in the areas of competition and regulation will also be participating in the conference. They include: Ms. Chloe Munro, Chair of the National Water Commission of Australia; Dr. Rob Albon, Principal Economist, ACCC; and Eli Noam, Professor of Finance and Economics at Columbia Business School and Director of the Columbia Institute for Tele-Information.
