Francesco Lo Passo to Present at Utilitalia Seminar on Italian Water Sector Reform

Brattle Principal Francesco Lo Passo will participate in Utilitalia’s seminar on the Italian Reform of the Water Sector, to be held on June 19, 2019 in Rome, Italy.

The efficient and dynamic regulation of water systems in Europe continues to raise debates on different models and their effectiveness. Private, public, and mixed systems continue to deliberate policies related to price increases and the investment needed to modernise infrastructure. In this context, the Italian government is discussing an important bill that aims to significantly revise the current water system.

The conference – which will gather experts, regulators, and government representatives – will focus on research conducted by the Centre on Regulation in Europe (CERRE) and edited by Professor Sean Ennis, titled “Water Sector Ownership and Operation: An Evolving International Debate with Relevance to Proposals for Nationalisation in Italy.” This study examines the fundamentals of water regulation, the main European models, and the actions to be taken to achieve more efficient and sustainable water systems.

Dr. Lo Passo will discuss whether it is necessary to rethink the fundamental principles of water regulation, the role of independent regulators, and whether Italy is moving towards better and more dynamic models for consumers. He will also share how the proposed Italian reform fits into this debate.
