Now that the Federal Energy Regulatory Commission (FERC) has committed to a stronger Minimum Offer Price Rules (MOPR) to block state-subsidized power plants from impacting the capacity markets, several states have opened up proceedings looking into alternatives to continued participation in the constructs.

The panelists will discuss the costs and benefits of changing resource adequacy rules for individual states and how likely states are to pull out of capacity markets.
