Mr. Pfeifenberger will present findings from Brattle’s recent report, Options to Address PJM’s Near-Term Resource Adequacy Challenges. Mr. Stenclik will present from his recent report with GridLab, Hiding in Plain Sight: Market Design Options to Quickly Unlock Capacity in PJM. Together, they will discuss options through which PJM would likely be able to mobilize 10–20 GW of capacity over the next few years.
By enabling latent capacity, improving price signals and investment incentives, and fast-tracking interconnection options, the added resources could mitigate the capacity deficiencies and yield customer value in PJM’s recent and upcoming forward-capacity auctions. This will create the room necessary to allow a more holistic and less rushed redesign of PJM’s market and state procurements to address the footprint’s significant longer-term generation investment needs.
