Dr. Pflum is a competition economist and testifying expert with more than 15 years of experience advising clients on complex antitrust matters, including mergers, monopolization, and regulatory proceedings.
He specializes in healthcare and life sciences matters, including hospital and health system mergers, health insurer transactions, healthcare labor markets, and pharmaceutical and pharmacy benefit manager (PBM) matters. Beyond healthcare, he has advised clients on competition issues involving software, building materials, airlines, and cable television.
Dr. Pflum has been retained by plaintiffs and defendants in antitrust litigation, including matters brought by the Federal Trade Commission and state Attorneys General. Drawing on deep expertise in industrial organization and a background in academia, his work includes analyses of market definition, competitive effects, monopsony and monopoly power, damages, and remedies. He has submitted expert reports and affidavits, provided deposition testimony, and presented economic analyses to federal and state agencies.
Prior to joining Brattle, Dr. Pflum was a Partner at a Washington, DC-based economic consulting firm. Previously, he was an Assistant Professor of Economics at the University of Alabama. His research has been published in leading economics journals, including the RAND Journal of Economics, American Economic Journal: Economic Policy, and the Journal of Economics & Management Strategy.
