Mr. Bishop specializes in regulatory and civil litigation issues in the natural gas and electric industries.

With over 25 years of economic and management consulting experience, Mr. Bishop has worked with energy industry clients across the US and Canada, including electric and natural gas utilities, natural gas pipelines and storage providers, and independent energy project developers.

Mr. Bishop’s expertise covers strategic, regulatory, financial, and transactional matters for the energy industry. He has worked on federal and state rate case proceedings, valuations for ad valorem tax disputes, utility municipalization efforts, contractual disputes, purchase and sales transactions, regulatory strategy and policy matters, and competitive and market power concerns.

Mr. Bishop has provided expert testimony, affidavits, and other filings in over 50 administrative and civil proceedings, including before the Federal Energy Regulatory Commission (FERC), the Canada Energy Regulator (CER), and state and provincial regulatory agencies. His testimony and reports have covered market power, utility ratemaking (including cost of service, cost allocation, and rate design), prudence evaluations, market conditions, and infrastructure need, valuations, and regulatory and economic policy.

Prior to joining Brattle, Mr. Bishop was a Senior Vice President at an energy consultancy, and he previously worked at two management consulting firms.
