The Brattle Group has been asked by Ofgem to review the cost-benefit analysis (CBA) commissioned by the Elexon on behalf of the Balancing and Settlement Code (BSC) Modifications Group and carried out by London Economics and Ventyx (LE/Ventyx). The work examined the Balancing and Settlement Code (BSC) Modification P229 and P229 Alternative which proposes the introduction of zonal losses The LE/Ventyx analysis was set out in report (hereafter referred to as the ‘LE/Ventyx report’)1 and submitted to the Authority as part of the Final Modification Reports (FMRs) on the proposals.
