Demand Response in the Midwest ISO: An Evaluation of Wholesale Market Design

The Midwest ISO (MISO) commissioned The Brattle Group to conduct an independent assessment of its progress in integrating demand response (DR) into its wholesale markets. This whitepaper reports our findings in the areas of resource adequacy, energy and ancillary services markets, and emergency DR. We also report progress relative to the goals set out in MISO’s 2009 Incentive Plan and identify opportunities for further improvement, which MISO and its stakeholders can consider in establishing future goals.
