New York City’s local laws aimed at reducing residents’ reliance on natural gas for heating and cooking in residential properties could pose a financial challenge for local utilities. A similar dynamic plays out at the state level. The cost to build, repair, and maintain pipelines to deliver natural gas is paid by consumers over the life of the infrastructure, typically around 50 years. If enough customers move away from natural gas in the next few decades, the remaining infrastructure costs will be spread over fewer customers, significantly increasing gas bills for remaining customers. Dr. Murphy noted that New York City’s greenhouse gas reduction goals, if nearly or fully met, will completely disrupt gas utilities’ current business model.
