Brattle consultants contributed to a recent report released by the New York State Energy Research & Development Authority (NYSERDA) and the New York State Department of Public Service (DPS) that evaluates policy mechanisms to support new grid-scale advanced nuclear projects in New York.

In 2025, the NY State Energy Plan identified advanced nuclear as a cost-effective resource for providing firm, zero-emitting energy that, in combination with continued renewable resources, will be necessary to meet New York’s clean energy and reliability goals. Governor Kathy Hochul recently directed the New York DPS to build a pathway to 4 GW of new nuclear generation in addition to the 1 GW she directed the New York Power Authority to develop in 2025.

The Advanced Nuclear Policy Options Paper examines how to support the commercial viability of nuclear development while minimizing public costs and exposure to cost overruns. It evaluates a range of financial support, technology selection, and procurement approaches to address key barriers to advanced nuclear deployment – including pre-development funding, construction finance, cost overrun risk, revenue sufficiency, ownership structures, and deployment sequencing – with appendices providing supporting economic impact, market, cost, and technology maturity analyses. Brattle consultants provided cost analysis and financial modeling across a range of deployment scenarios regarding technologies, single-build, and project pipelines.

This paper is the first publication of several for public comment toward developing the state’s Master Plan for Responsible Advanced Nuclear Development. This paper and its appendices can help inform policymakers, utilities, project developers, investors, hyperscalers, nuclear suppliers, and other stakeholders of options for state support around advanced nuclear development.
