Brattle Experts Assess the Current State of GHG Accounting Support in Wholesale Power Markets in the West

In a new report prepared for Western Resource Advocates and Interwest Energy Alliance, Brattle experts assess the state of greenhouse gas (GHG) accounting support provided in wholesale power markets in the West and offer recommendations for future enhancements.
The authors provide a high-level overview of GHG accounting support offered by market operators across the country, and a more detailed discussion of the industry-leading GHG accounting mechanisms in energy markets operated by the California Independent System Operator (CAISO) and Southwest Power Pool (SPP) Markets+. They argue that, over time, states and market participants will require an increasing level of support from market operators to provide transparent, settlement-quality data and market mechanisms to pursue clean energy goals. They also provide recommendations for how market operators can further align GHG reporting with clean energy instruments such as renewable energy certificates to support contract settlement, inform resource planning, and advance clean energy goals.
