In a recent interview with RTO Insider, Brattle Principal Johannes Pfeifenberger discussed the Federal Energy Regulatory Commission’s (FERC’s) strategic plans to protect ratepayers while improving speed-to-power initiatives.

The policies being promoted by FERC “will greatly speed up interconnections while reducing the need for costly grid upgrades. The cost transparency provisions and cost allocation agreements … also will ensure that the new loads pay for the full incremental costs they add to protect existing ratepayers,” says Mr. Pfeifenberger.

The strategy “is a very decisive step that avoids the delays of the more conventional [rulemaking] path. FERC basically says what you have is insufficient and we think this is what you should do … or give us a good reason why not.”
