The Brattle Group led a team of consultants that assisted the Federal Energy Regulatory Commission (FERC) in the preparation of The National Action Plan on Demand Response, which was presented to Congress on June 17, 2010. The plan identifies strategies and activities to achieve the objectives of the Energy Independence and Security Act of 2007, including the formation of a coalition to help states and regions develop and implement successful and cost-effective electric demand response programs. The Action Plan builds off the National Assessment on Demand Response Potential, filed with Congress in June 2009, which was also developed by a team of consultants led by Brattle. The Plan also identifies tools that can be used to assess the impacts, costs, benefits, and operation of demand response programs, including the Demand Response Impact and Value Estimation (DRIVE) model currently being developed by Brattle at the request of FERC staff. The DRIVE model estimates the impact of a portfolio of demand response and smart grid programs on a utility’s operations.
