Design of utility default service and associated procurement policy

For a utility in Pennsylvania, submitted testimony that analyzed alternative methods of obtaining power supplies to satisfy the load requirements of default service customers, and assessed the relationship between default service price structures and the development of competitive retail power markets for residential and commercial customers. Testimony also provided estimates of the magnitude of the “risk premium” embedded in the prices of past auctions to acquire full-requirements power supplies for default service customers.
