Mr. Higham is an expert in wholesale power markets, with a focus on resource adequacy, financial settlements, and ancillary service product design.

He has worked with a broad array of market stakeholders – including regional transmission organizations (RTOs), regulators, utilities, and state governments – to analyze and refine market constructs to meet the challenges of an evolving power system. Notable engagements include advising the development of next-generation capacity accreditation frameworks; designing new capacity, operating reserve, and ramping products; drafting market rules for a new day-ahead energy market; and supporting expert testimony in power market contract disputes.
