The Northeast States Collaborative on Interregional Transmission has issued a Request for Information for interested parties to identify potential interregional transmission projects that may improve grid reliability, support economic growth, and reduce costs for consumers. The Brattle Group was selected as the consultant to support the Collaborative in the evaluation of responses.

Details on the Request for Information (RFI)

In April 2025, the Northeast States Collaborative on Interregional Transmission (Collaborative) released a strategic action plan. The plan recommended issuing an RFI to explore innovative interregional transmission project designs. Building on these recommendations, the Collaborative issued the Request for Information on June 23, 2025. The RFI aims to address a gap in today’s transmission planning processes by identifying potential interregional transmission opportunities, or “Candidate Projects,” that enhance grid reliability, foster economic growth, and lower costs for consumers. Candidate Projects may be proposed by any interested entities, including industry representatives, ratepayer advocates, utilities, or independent transmission developers.

Candidate Projects should offer opportunities for interregional transmission between at least two of the three control areas operated by the Northeastern transmission operators: the Independent System Operator of New England, the New York Independent System Operator, and PJM Interconnection LLC. The RFI is not an offer or commitment to fund, construct, or otherwise move forward with the selection of any project or projects.

About the Northeast States Collaborative

The Northeast States Collaborative on Interregional Transmission comprises representatives from the state commissions, agencies, or governors’ offices of nine Northeast states: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New York, Rhode Island, and Vermont. They have come together to coordinate transmission grid expansion efforts in coordination with the US Department of Energy (DOE).

The Collaborative provides a central organization for interested states to coordinate with the DOE, independent system operators/regional transmission organizations, and other stakeholders in identifying key transmission priorities and developing practical solutions to building out the onshore and offshore transmission grid. The Eastern seaboard is home to three independent system operators, each with its own transmission planning processes, making state cooperation across regional grid boundaries critical to cost-effectively meeting state clean energy goals. The Collaborative is facilitated by Abe Silverman of Johns Hopkins University.
