Brattle Experts Prepare Near- and Mid-Term Action Plans for the Northeast States Collaborative on Interregional Transmission

In a new report prepared for the Northeast States Collaborative on Interregional Transmission, a Brattle team prepared a strategic action plan identifying near- and mid-term priority actions for the Collaborative to pursue to promote the consideration and potential development of interregional transmission projects. The ultimate objective of the plan is to provide reliability benefits and cost savings to the region’s electricity consumers.
Near-term priority actions identified in the report include:
- Address current gaps in interregional transmission initiatives
- Support the development of uniform high-voltage direct current (HVDC) design standards with US Department of Energy consortia
- Assess opportunities to align and optimize state offshore wind and transmission procurements
- Develop interregional coordination principles for FERC Order 1920 compliance filings
- Support reducing seams-related inefficiencies
Identified mid-term actions include:
- Explore the need for tariff revisions based on lessons learned
- Explore the creation of a buying pool for transmission equipment
- Enable the transition from generator export lines to network transmission facilities
The report, “Strategic Action Plan,” was authored by Manager Joe DeLosa III, Principal Johannes Pfeifenberger, and Energy Research Associate Kailin Graham.
