In a landmark antitrust matter concerning Google’s control over digital advertising technology (ad tech), a federal judge has ruled that the tech giant illegally monopolized ad tech markets. Brattle provided economic analyses on behalf of the US Department of Justice (DOJ) in the high-profile case and supported several experts during the 2024 trial in the US District Court for the Eastern District of Virginia.

United States of America, et al. v. Google LLC centered on allegations from the DOJ and a group of eight states that Google used its control over various segments of the ad tech ecosystem – which pairs publishers with advertisers to place ads on sites around the internet – to suppress competition and maintain monopoly power. In her ruling released on April 17, 2025, US District Judge Leonie Brinkema found that Google violated antitrust law to build its ad tech monopoly and that its behavior ultimately harmed publishers as well as consumers.

Led by Principal and US Antitrust & Competition Practice Leader Dr. Minjae Song, the Brattle team supported six experts on behalf of the DOJ, including Brattle Principal Adoria Lim. Learn more about Brattle’s work in this matter here.
